A report from the province’s transportation department says the service has been used in a number of cases and that there is a “significant risk” the service is not being used safely.
The report, which was released Monday, also notes that the province is also looking at ways to improve the operation of the service.
The province said it is also working to improve dog-walking and dog-caring by adopting new training measures and a new policy that will ensure that dog owners and their animals are properly trained and monitored.
In an interview with The Globe and Mail, Transport Minister Gord Perks said the province has spent a lot of time looking at the service and looking at what can be done to make it safer.
He said the service, which had been in operation since 2013, had been plagued by problems and it had had to be taken off the road in certain circumstances.
“There was a period of time where we didn’t have any training, and I think that is part of the issue,” Perks told The Globe.
“It’s not just about the dog.
We have people walking dogs, there’s people going out on walks, and that’s part of what we’re trying to address.”
Perks also said the government is working to identify other ways to ensure dog owners are well-trained and that their animals have access to veterinary care and socialization.
“I think we have to do a better job in terms of the training,” Perkins said.

Perk said he doesn’t want to see the service go away because the province can’t do it alone.
He added that the government has put in place a new program, called “Dog Trainers,” which allows pet owners to take care of their dogs, including grooming and socializing them, for up to five days at a time.
Pet owners can also use the program for up the duration of the program, provided they take their dogs to a location within the province.
Perks acknowledged that the service may have been used by the wrong people in the past.
“This was a very dangerous thing to do,” Perk told The Boston Globe.
The dog transport was initially launched in 2013 to help the province reduce the number of dog bites and deaths from the virus.
The service is available to anyone who has an ID card, a dog license and is willing to give up their pet for adoption.
Perk acknowledged that some dog owners may not have been trained to use the service properly and that the dog transport program has also been used improperly by other people.
“In the past, I’ve heard a number, I’m not going to say every dog was used inappropriately, but we’re not sure,” Perck said.
However, Perks stressed that he was aware that some people had taken advantage of the dog-transport service.
“When I look at it, it’s very difficult to be a responsible dog owner in the province,” he said.
Perkes said the transportation department will be reviewing the service’s operation to see if there are any areas where it needs improvement.
“Our goal is to make sure we have a safe, secure and reliable service that’s going to be available for the people who need it most,” Perkes told The Post.
The transportation department also released a video outlining the issues that have been identified and highlighted how the service could be improved.
The video also said there are also plans to launch a website for dog owners that will provide information about the service to help people better understand their rights.
The ministry also plans on launching a pilot program to assess how the transportation service works.
